REACT 2.0 Somalia - Energy for Sustainable Growth in Somalia (ESGS)

Energy for Sustainable Growth in Somalia (ESGS) is a four-year market development programme (2026–2029) funded by the Swedish International Development Cooperation Agency (Sida) and implemented by the AECF. The programme accelerates sustainable socio-economic development and strengthens climate resilience in Somalia by expanding access to clean, affordable, and reliable energy.

ESGS catalyzes private sector-led delivery of decentralized renewable energy solutions for underserved rural and peri-urban communities, with a strong focus on women and youth. Through blended finance and hands-on technical support, the programme is building a stronger, more investable clean energy ecosystem in Somalia — one that unlocks private capital and strengthens the institutions that will sustain it.

  • Programme objectives

The REACT 2.0 Somalia programme seeks to achieve the following objectives:

    • Increase access to affordable, reliable, and clean energy solutions for households, enterprises, and social institutions in underserved regions.
    • Strengthen private sector capacity by supporting enterprises to develop scalable and commercially viable energy business models.
    • Enhance economic opportunities by promoting productive use of energy (PUE) in agriculture, livestock, fisheries, and water sectors.
    • Mobilize private capital by improving connections between enterprises and financial institutions.
